 ESN-1770 [New] Add AJAX handling for loading states and disable UI interactions 
Introduced `ajaxRunning` and associated properties to track API requests and prevent user interactions during loading states. Added `paper-spinner` for visual feedback and updated UI elements to respond to `ajaxRunning` by disabling inputs and buttons appropriately. Incremented version to 0.12.0.
